Credits are held when a call starts and only settle if it produced an artifact. A comparison whose section could not be extracted, a fact bundle where nothing was tagged, a filter that matched no filing: every one of those returns the full reserve, pool by pool, exactly as it was drawn.

Agents, with an account
A flg_live_key drives every endpoint the dashboard uses, over REST or MCP, and spends its owner’s Ounie credits. It can never overdraw: a call that cannot be covered is refused with a 402 naming the shortfall, before anything runs.
Agents, with no account
The x402 endpoint takes USDC on Base with no key and no account. The price is computed from your payload, so the two rails can never disagree about what a call costs.

An on-chain settlement is final, so nothing is settled until there is a real artifact. A call that produces nothing is refused before the money moves — not refunded after, because on this rail there is no after.
